AI Agency in Paris: how to choose one and fund your project

Paris is home to most of France's AI startups, yet very few of them implement AI inside small businesses. When choosing an agency, rely on what you can check yourself: the company register, references and the contract.

The mapping published on 10 February 2026 by France Digitale and Sopra Steria Ventures counts 1,114 AI startups in France. 63% are based in Île-de-France, far ahead of Auvergne-Rhône-Alpes (8%), Occitanie (5.7%) and Provence-Alpes-Côte d'Azur (4.8%). Together they have raised €16 billion, and 32 of them have raised more than €100 million.

Station F accounts for a large part of that. According to its own figures reported by Maddyness on 22 December 2025, startups on the campus raised €1.5 billion in 2025 across 136 rounds, about 80% of them work on AI, and 40% of young French AI startups have been through the campus.

The AI Action Summit, held at the Grand Palais on 10 and 11 February 2025, put the city further in the spotlight. The day before, the French President announced €109 billion of private investment in France, including €50 billion pledged by the United Arab Emirates and €20 billion by Brookfield, mostly for data centres.

Adoption inside companies is still modest. The INSEE survey published on 21 July 2026 shows that 18% of French companies with 10 or more staff used at least one AI technology in 2025, up from 10% in 2024 and 6% in 2023. The EU average is 20%. The survey has no separate figure for Île-de-France.

Among companies that do not use AI, 71% see no use for it, 54% cite a lack of expertise and 38% worry about data protection. The Bpifrance Le Lab study published on 4 June 2025 (1,209 SME and mid-size company leaders surveyed in late 2024) points the same way: 58% see AI as a survival issue within 3 to 5 years, only 43% have an AI strategy, and half of users rely solely on free or off-the-shelf tools.

No reliable study tracks AI agency prices in France. The only solid reference points are the rates some agencies publish on their websites, read on 13 September 2026:

Four things move the figure on a quote:

• Scope. A workflow linking two tools costs far less than a custom AI agent that reads your documents, makes decisions and acts in several applications.
• How many tools need connecting, and their state. A CRM with a documented API connects quickly; an old business application with no API needs custom work.
• Data sensitivity. Health data, law firm client files or candidate data require a chosen hosting location, access logs and GDPR documentation. The EU AI Act adds obligations for some uses.
• Recurring costs. Model and tool subscriptions, hosting, and maintenance when a connected application changes its version.

Several public schemes exist, each aimed at a specific kind of project. The table below sums up the ones we could confirm on official pages.

Diag Data IA. The simplest entry point for an SME: 8 expert days to define a data or AI project, 40% of which France 2030 pays. Many agency articles still show 25% coverage; the ministry page, updated on 30 July 2026, states 40%. The same Osez l'IA plan includes an 18-month Accélérateur IA programme, 46% funded by the state, for companies with at least €8M revenue, 50 staff and 3 years of trading.

Innov'up. The Region lists advanced AI among its priorities and accepts applications all year. The scheme funds innovation carried by the company itself, with R&D spending in Île-de-France, so buying a standard automation from an agency is unlikely to qualify.

PM'up. The September 2025 rules exclude consulting, regulated professions, real estate, retail and training, among others. A real estate agency or a consulting firm cannot apply. The project must also include an ecological transition component, and digital or AI spending is not explicitly listed as eligible.

Pack IA. The Region's page describes 50% funded support, nearly €5M invested and more than 100 SMEs and mid-size companies helped, with no date and no mention of a 2026 intake. Check with the Region before building a budget on it.

Innovation tax credit. The rate fell from 30% to 20% under the 2025 finance law and the 2026 finance law left it unchanged. It covers designing prototypes or pilot installations of new products. Connecting off-the-shelf tools usually falls outside it, so be wary of a provider who promises it up front.

Training. OPCO Atlas pays 100% of teaching costs for six AI modules for companies under 50 staff in its sectors (the legal sector is not one of them), for courses starting by 31 December 2026. As for FNE-Formation, an article by Voilà le travail dated 8 September 2026 reports, based on the 2026 budget annex, that no new actions are funded in 2026. We could not read the annex itself. For other OPCOs, ask yours directly.

These checks are free and take about ten minutes:

• Annuaire des Entreprises. The French government register at annuaire-entreprises.data.gouv.fr shows, from a SIREN or a name, the legal form, head office address, creation date and administrative status. A tab for labels and certificates shows Qualiopi certification, among others.
• INPI register. data.inpi.fr lets you read filed documents and, where public, annual accounts.
• Qualiopi, if the agency sells training. Training funded by an OPCO must be delivered by a certified provider. The public list of training providers is available on data.gouv.fr.
• n8n expert directory. experts.n8n.io lists official partners by country, city, services and budget, in three tiers: Enterprise, Premium and Select. The page does not explain how partners are vetted.
• Claude Partner Network. Announced by Anthropic on 3 June 2026, it has three tiers. Select requires at least 10 certified people, 2 clients in production over 12 months and 1 public client story; Preferred 100 people, 15 clients and 3 stories; Global Premier 1,000 people, 100 clients and 15 stories. Many small agencies are not listed; any status an agency claims should appear in the directory.

Red flags that should slow you down:

• no SIREN on the website or the quote, or a SIREN that points to an unrelated business;
• an n8n or Anthropic partner status you cannot find in the official directories;
• client references you cannot contact or find online;
• a promise of innovation tax credit for a plain automation;
• outdated grant rates, such as a Diag Data IA presented at 25%;
• a quote with no separate line for subscriptions, hosting and maintenance;

The agency works on four kinds of engagement:

• AI consulting: finding the tasks worth automating and scoping the project.
• Custom AI agents: support, document extraction, request qualification, internal assistants.
• n8n automation: workflows that connect your tools.
• Claude integration: Anthropic's models connected to your data and applications.

Four sectors with heavy regulatory constraints get particular attention: real estate, legal, healthcare and human resources. The same building blocks also serve manufacturing, retail, services and logistics.

The initial audit is free and ends with a priced plan. For a well-scoped use case, the first production release usually takes 2 to 4 weeks. Components that handle sensitive data are hosted in Europe. Scoping workshops can take place at your offices in Paris and Île-de-France, and the rest of the project runs remotely.
